Municipal Heat Planning

Location: Römerberg-Dudenhofen/Palatinate, Germany

Services: Solution development / Feasibility studies

Industry Branch/Type of Plant: Green Energy

Client: Municipality Römerberg-Dudenhofen

Activity period: 2025

Tasks

The municipality of Römerberg-Dudenhofen, which consists of four local communities with a total of six villages, has commissioned INP Deutschland GmbH to draw up a municipal heating plan as part of the energy transition. The aim is to achieve a strategically sound, locally adapted and long-term climate-neutral heat supply for the local communities of Römerberg (Mechtersheim, Heiligenstein, Berghausen), Dudenhofen, Hanhofen and Harthausen. The project is based on the Heat Planning Act (WPG), which prescribes a structured approach in four consecutive planning steps.

Project description

INP was commissioned with the complete processing of all planning steps - from the balancing of the existing situation, potential analysis and scenario development to the spatially differentiated planning of measures. In addition to the energy and economic assessment, INP also supports the municipal decision-making process through targeted participation formats and implementation strategies.

Leistungen INP

  • Collection, analysis and evaluation of energy data, building-specific data, land use data and map data
  • Collection and balancing of current heat consumption and a future forecast in all sectors
  • Recording and evaluating existing infrastructures and heat generators
  • Data maintenance of the digital twin
  • Potential analysis for renewable heat generation and waste heat utilization
  • Development of various target scenarios taking into account legal requirements
  • Classification into spatially localized heat supply areas based on official indicators and criteria
  • Creation of a catalog of measures and detailed profiles of measures for implementing the target scenario
  • Organization and implementation of information and participation formats with citizens, politicians and relevant stakeholders
  • Preparation of the final heat plan including maps, tables and recommendations for action
